The CIA was created with the Executive Privileges & Authorizations equal to the President & his entire Administration, for only one reason:
To detect enemy cultures seeking to convert American citizens, infiltrate our government, sabotage American culture and destroy The United States of America. 
OK so im going to be a bit sarcastic now but just think along these lines/use your imagination..

Satellite recordings from sensors aimed at The CIA Headquarters in Langley, VA, were (finally) recently decrypted by one very determined SETI@Home user who was still running that trendy February 2000 screensaver replacement in the background.

For a moment just a side comment to a reddit post demanding an update to VirtuaGirl, a sudden & unexpected popularity among that thread lead to someone reading it.

What followed was the re-interpretation of a otherwise petty comment into a reconstruction of events that totally blew the planets mind.

Utilizing just a smart phone camera, his hands as two characters, a few smart ass remarks and about 15-20 seconds, this conversation (dated around the 2nd of November 2000) was read from the plastic-printed braille tablets beneath his feet:
("knock knock" "...who goes there?" "this is not a G" "OK. You can come in." *thump* "and that was not Z!" "..." "...")
